Hi,
My first question is can I offer say a 10 or 20 percent discount if at my Express Party if someone buys the whole set up of what they need to do the Salsa recipe (quick chef, cutting board, seasoning, silicone spatula, flat out bowl, etc).
My second question is (assuming I can offer the discount)...how do I do this if they pay by credit card? Won't Tupperware automatically charge them the full amount when I place the order? How do I discount it?

Yes, you can offer a discount if you want - it is a great way to increase sales. Personally, I rarely go higher than a 10% discount, but since the discount comes out of your profit you can do whatever you like.
When you enter the payment, you actually have to enter the dollar amount to be charged to the credit card, even if it is exactly what the system says is owed. So to offer the discount, you just enter the lower amount in that box. If it is a large difference the system will prompt you to check the figures (I think if the difference is greater than $10), but you can just hit okay and it will process.
Since you have to enter the payment amounts, you can also allow a customer to use split tenders - they can pay for half with a credit card and half with cash.
